On approving the Regulations for automobile
transportation of hazardous goods

In
order to ensure the implementation of Decree No 165 of the President of the
Azerbaijan Republic «On the application of the Law of the Azerbaijan Republic
on transport» dated 29 July 1999, the Cabinet of Ministers of the Azerbaijan
Republic resolves:
1.
To approve the Regulations for automobile transportation of hazardous goods
(attached).
2.
The present Resolution shall become effective from the date of signing.

Regulations for automobile transportation of
hazardous goods
I. General provisions
1.1.
The present Regulations define main requirements pertaining to the safe
transportation of hazardous goods (1) by automobile vehicles on the territory of the
Azerbaijan Republic.
1.2.
The present Regulations do not apply to the transportation of substances and
materials of military nature, which are transported on special orders and
support, materials defined in class 9.2 (2) «Classes of hazardous cargo. Classification.
Signs of hazard», as well as the transportation of hazardous substances and
products in limited volumes (with the exception of powerful contaminants and
explosives).
One
transport vehicle (3)
may transport as non-hazardous goods a hazardous substance and product in a
limited volume. The volume of such substances and products is defined on the
basis of requirements (4) of the European Agreement concerning the
International Carriage of Dangerous Goods by Road (ADR),
as well as other relevant regulatory documents. This volume is indicated in the
conditions of transportation of different types of hazardous goods (Attachment
3).
During
the transportation of a hazardous substance and product in a limited volume,
appropriate requirements pertaining to their containers, packaging, container
marking, etc. shall be observed. The transport vehicles transporting limited
volumes of hazardous substances and materials shall not be used for the
transportation of other hazardous goods defined in the present Regulations.
1.3. Regardless of the proprietary, organizational and legal form, all
legal entities, as well as private individuals engaged in entrepreneurial
activity without establishing a legal entity, shall acquire a special permit
(license) for the type of activity envisaging the transportation of hazardous
goods from the State Committee on Control over Industrial Safety and Mining
Supervision.
1.4.
Conditions for safe transportation of hazardous goods of certain types and
groups designed on the basis of the European Agreement concerning the
International Carriage of Dangerous Goods by Road (ADR), as well as
other regulatory and legal acts through coordination with the Ministry of
Emergency Situations of the Azerbaijan Republic, shall be adopted by the
manufacturing (dispatching) and accepting state, non-state bodies and legal
entities.
If
the conditions for the transportation of hazardous goods are designed by state,
non-state bodies and legal entities engaged in the transportation of goods,
they shall be agreed with their manufacturer (dispatcher) (5).
Conditions
for safe transportation of powerful contaminants and radioactive substances, as
well as particularly active radioactive substances of more than 7.4 x 103
Bq. kg. -1 or 0.002 mc. Ci. g -1, shall be agreed with
the Ministry of Emergency Situations of the Azerbaijan Republic and the State
Traffic Police under the Ministry of Internal Affairs of the Azerbaijan
Republic (STP MIA), while conditions for safe transportation of explosives or
powerful contaminants shall be agreed with relevant industrial bodies of the
Ministry of Emergency Situations of the Azerbaijan Republic and the Public
Safety Department of the Ministry of Internal Affairs of the Azerbaijan
Republic.
1.5.
If the organization conducting cleaning of containers leaves a «Container is
clean and safe» mark on the commodity and transportation documents on empty
containers for hazardous goods, the containers shall be transported as
non-hazardous goods on general conditions, while in the absence of such a mark
it shall be transported in accordance with the conditions for the
transportation of hazardous goods it is designed for.
1.6.
The containers for hazardous goods, substances and products intended for
automobile transportation shall be marked by their manufacturers or
dispatchers. They shall be supplied with hazard signs determined in accordance
with state standards.
1.7.
A responsible person and security guarding shall be appointed for the
transportation of hazardous goods in cases envisaged by the dispatcher or
recipient of the goods.
1.8.
The initial urgent information on emergency situations occurring during the
transportation of hazardous goods shall be submitted to the Ministry of
Internal Affairs and the Ministry of Emergency Situations by the dispatching
and recipient organization.
1.9.
The driver transporting hazardous goods shall be allowed to operation of the
vehicle only after undergoing special training at specialized training course
the program of which has been agreed with the State Traffic Police and the
Ministry of Emergency Situations.
1.10.
The transport vehicle and trailers used as transport units in the
transportation of hazardous goods shall, depending on their type and degree,
comply with the technical specifications meeting the requirements of
international (ADR) standards.
1.11.
The transportation of radioactive and toxic wastes from foreign countries to
the Azerbaijan Republic and their transit export from the territory of the
country for storage and burial shall be prohibited.
II. Rules of determination and approval of routes for
transportation of hazardous goods
2.1.
The determination of the routes for transportation of hazardous goods and their
approval by the Ministry of Emergency Situations of the Azerbaijan Republic and
the State Traffic Police shall be implemented by automobile transport
organizations transporting these goods or automobile transport departments of
industrial enterprises (legal entities) and private individuals.
2.2.
The following shall be taken into consideration when determining a
transportation route:
a)
if possible, the route should not lie in the vicinity of residential
settlements, as well as industrial sites, recreation zones, natural reserves
and architectural monuments;
b)
in the event of transportation of hazardous goods through a major residential
settlement, the route, if possible, should not lie near cultural, educational,
pre-school, enlightenment and medical institutions.
2.3.
The route for the transportation of hazardous goods shall be controlled by
bodies on whose territory the involved automobile transport organizations are
located or which have temporarily registered these transport vehicles, in the
following order:
a)
if the route for the transportation of hazardous goods lies within a town of
district importance — with the district executive authority, the State Traffic
Police and the Control Inspectorate for the transportation of hazardous goods
under the Ministry of Emergency Situations;
b)
if the route for the transportation of hazardous goods lies within a town of
national importance - with the district executive authority, the State Traffic
Police and the Control Inspectorate for the transportation of hazardous goods
under the Ministry of Emergency Situations;
c)
if the route for the transportation of hazardous goods lies through the
territory of the Nakhchivan Autonomous Republic — with the State Traffic Police
of the Nakhchivan Autonomous Republic and the Nakhchivan territorial
inspectorate of the Ministry of Emergency Situations;
d)
if the route for the transportation of hazardous goods lies through trunk
highways of the Azerbaijan Republic — with the Head Department of the State
Traffic Police of the Ministry of Internal Affairs of the Azerbaijan Republic
and the Ministry of Emergency Situations.
2.4.
To agree the routes for the transportation of hazardous goods, automobile
transport organizations shall, at least 10 days prior to the commencement of
their transportation, submit the following documents to the State Traffic
Police:
a) copy of special permit (license) to engage in the activity types
associated with the transportation of hazardous goods received at the State
Committee on Control over Industrial Safety and Mining Supervision;
b)
permission from bodies of internal affairs in accordance with applicable
regulatory acts of the Ministry of Internal Affairs of the Azerbaijan Republic;
c)
form of the route for the transportation of hazardous goods agreed with the
Ministry of Emergency Situations of the Azerbaijan Republic (Attachment No 4);
d)
copy of the certificate on access of a transport vehicle to the transportation
of hazardous goods issued by the Ministry of Internal Affairs (Attachment No
5).
If
the transportation route lies through the territory of other countries, then
together with the requirements of the present regulations, an additional
document prepared in an order determined by executive authorities of the
foreign countries and agreed with their control bodies shall be submitted to
the Ministry of Emergency Situations and the State Traffic Police of the Azerbaijan
Republic.
2.5.
To have the transportation route approved, automobile transport organizations
engaged in the transportation of hazardous goods shall submit information
stipulated under the List (Attachment 6 to the present Regulations) to the
State Traffic Police and the Ministry of Emergency Situations of the Azerbaijan
Republic .
2.6.
After receiving this information, the State Traffic Police and the Ministry of
Emergency Situations shall approve the transportation route within 10 days and
return it to the automobile transport enterprise (Attachment No 6).
2.7.
The automobile transport enterprise shall, on the basis of approved
information, prepare four copies of the transportation route and, in order to
have it approved, submit it together with other documents to the appropriate
department of the State Traffic Police and the inspectorate of the Ministry of
Emergency Situations dealing with the transportation of hazardous goods. The
validity period of the agreed route shall not exceed 12 months.
2.8.
The first copy of the transportation route shall be submitted to the State
Traffic Police, the second to the inspectorate of the Ministry of Emergency
Situations dealing with the transportation of hazardous goods, the third shall
be retained by the automobile transport enterprise, while the fourth shall be
issued to the person responsible for the transportation. If such a person is
absent, it shall be issued to the driver.
2.9.
If it is necessary to change the route of transportation, the automobile
transportation enterprise shall agree a new route with the State Traffic Police
and the Ministry of Emergency Situations, which approved the previous route.
2.10.
The itinerary list for routes not requiring approval shall be executed in two
copies, the first of which shall be retained by the automobile transportation
enterprise, while the second shall be issued to the legal entity or private
individual responsible for transportation. If such persons are absent, it shall
be issued to the driver.
2.11.
In order to conduct urgent transportation of explosive substances and products
in limited quantities required for emergency rescue work following calamities,
accidents, etc., the approved of the route by the State Traffic Police shall
not be necessary. Cases of such transportation with the indication of the
purpose and volumes of hazardous substances and products being transported
shall be indicated in the special permit (license) for the transportation.
To
ensure urgent and safe transportation of these goods, the police shall be
informed beforehand.
III. Organization of the movement of vehicles
transporting hazardous goods
3.1.
The movement of transport vehicles transporting hazardous goods shall be
organized in accordance with the Laws of the Azerbaijan Republic «On road
traffic» and «On transport», regulatory conclusions, requirements of the
present regulations and conditions of the special permit (license) issued
for a certain type of activity associated with the transportation of hazardous
goods.
3.2.
During the transportation of hazardous goods by transportation caravans, the
following distances between transport vehicles in a caravan shall be protected:
a)
on road sections lying through flat terrain — a minimum of 50 meters;
b)
when moving along roads in mountain areas — a minimum of 300 meters.
During
the movement of transport vehicles transporting particularly hazardous goods in
a caravan, the person responsible for the transportation shall be located in
the front vehicle. In cases when transportation requires protection of the
caravan, one of the security guards is located in the last vehicle.
3.3.
Transport vehicles transporting highly inflammable and explosive goods shall,
if possible, be supplied with fuel to the destination, so that not to have them
refilled them at filling stations.
If
it is necessary to be refilled at a filling station, transport vehicles shall
stop at least 25 meters from the filling station and be refilled with fuel
delivered from the filling station in metal containers with a lid, or by means
of specifically allocated mobile filling units in accordance with the
requirements stipulated under the «Regulations for technical operation of
permanent and mobile filling stations».
3.4.
With visibility of less than 300 meters (fog, rain, snow, etc.), the
transportation of certain types of hazardous goods may be prohibited. This is
indicated in the conditions for the transportation of such hazardous goods.
3.5.
The rules for stopping and parking (including overnight) transport vehicles
engaged in the transportation of hazardous goods shall be determined in the
conditions for the transportation of hazardous goods.
In
the event of stoppage and parking of transport vehicles engaged in the
transportation of hazardous goods, a braking device shall be engaged, while in
the event of a road slope the wheels shall be stalled to prevent self-motion of
the transport vehicles.
3.6.
In order to notify participants in the road traffic of the caravan of five and
more transport vehicles engaged in the transportation of explosive, radioactive
substances and powerful contaminants and in order to prevent possible head-on
collision with them, the caravan shall be provided with a follow-me vehicle
allocated by a relevant organization ensuring the transportation.
The
follow-me vehicle shall move in front of the caravan of transport vehicles,
slightly to the left of the vehicles.
In
daylight hours the follow-me vehicle shall turn on the dimmed headlight.
3.7.
The follow-me vehicle shall be provided with a flashing beacon occasionally
emitting rays of yellow light. The beacon is only an additional means of
prevention for participants in the road traffic and does not provide the
transport vehicle on which it is installed any advantages.
3.8.
In addition to the follow-me vehicle, the caravan of five and more transport
vehicles moving under the observation of the follow-me vehicle shall have one
back-up vehicle equipped for the transportation of hazardous goods.
3.9.
The waybill of the driver of the vehicle transporting the hazardous goods
shall, at entry to the republic, contain a note on its destination.
3.10.
When the driver starts a journey on an automobile vehicle transporting
hazardous goods, he/she shall be provided with a radio telephone and a mobile
telephone.
3.11.
The driver of a transport vehicle engaged in the transportation of hazardous
goods of the second category and the person accompanying the goods, if any,
shall be provided with gas masks.
3.12.
Smoking during the loading (offloading) and handling of hazardous goods on the
vehicle and in the vicinity shall be prohibited.
3.13.
Prior to the loading (or offloading) of hazardous goods with a combustion
temperature of less than 61o C, the necessary grounding against
electrical current shall be conducted. The loading and offloading shall be
carried out at a limited speed.
IV. Additional measures with respect to transport
vehicles engaged in the transportation of hazardous goods
4.1.
Hazardous goods shall be transported by transport vehicles with specialized
bodies or specifically fitted special purpose equipment for their
transportation and the certificate of compliance with the safety procedure.
The
technical and operational indicators of these transport vehicles and their
technical condition shall meet the requirements of the manufacturer factory,
Law «On road traffic» and «On transport vehicles», relevant regulatory acts,
the present Regulations, special permits (licenses) and conditions for
the transportation of hazardous goods.
The
technical facilities mentioned above may be registered with the State Traffic
Police on the basis of the certificate issued by the Ministry of Emergency
Situations.
4.2.
The transport vehicle transporting explosive substances and products, highly
combustible liquids and gases (in tanks and containers) shall be provided with
a silencer located to the right of the radiator front. If the location of the
engine does not allow for such installation, then the silencer shall be located
to the right of fuel hoses, body and fuel tank.
The
silencer of the transport vehicle transporting highly combustible liquids and
gases shall be provided with an easily dismantled and installed spark catcher. (6)
The
front and rear parts of fuel tanks of such transport vehicles shall be protected
with metal plates, their foundation shall be covered with metal netting with 10
x 10 mm meshes. The distance between the metal plate and the netting shall be
at least 20 mm.
4.3.
The electrical equipment of automobiles transporting hazardous goods of categories
1, 2, 3, 4 and 5 shall meet the following requirements:
a)
voltage shall not exceed 24 Volts;
b)
the network shall be provided with electrical fuses against excessive voltage;
c)
the network shall be started only with buttons operated from the driver`s
cabin;
d)
electrical bulbs in the body and in the cabin shall be covered with metal
netting.
4.4.
The body of station wagon type vehicles transporting hazardous goods of
categories 1, 2, 3, 4, 5 and 7 shall be tightly sealed. The body shall have no
cracks and openings. It shall be located separately from the cabin and the
distance between them shall be at least 150 mm.
If
necessary, the body of the station wagon type vehicle transporting hazardous
goods shall, in accordance with the requirements of safe transportation, be
provided with air conditioners, while its doors shall be locked.
4.5.
If hazardous goods are transported in automobile vehicles with an open body,
their bodies shall be covered with fire-retardant and waterproof tent. It shall
be pulled over the body tightly, while the sides of the body shall be covered
with it by at least 200 mm.
4.6.
If necessary, in accordance with the requirements of safe transportation for
transport vehicles transporting hazardous goods, additional requirements may be
envisaged.
4.7.
Every transport vehicle engaged in the transportation of hazardous goods shall,
in addition to the requirements of regulatory acts pertaining to road traffic,
be provided with the following items:
a)
a tool kit for minor repairs of transport vehicles;
b)
a fire extinguisher with a supply of foam or carbon dioxide of at least 5
liters;
c)
stopper against self-motion.
In
cases envisaged in the emergency list (Attachment No 8) of the emergency
notification system, appropriate items for the decontamination of hazardous
substances and products being transported by transport vehicles shall be
available to ensure the safety of the accompanying person and the driver.
During
the transportation of hazardous goods of categories 1, 3 and 7, highly
combustible gases and powerful contaminants, transport vehicles shall be
additionally provided with two «No entry» signs.
During
the transportation of different types of hazardous goods by a transport vehicle
(including tanker), the notification sign installed on the vehicle shall
contain information about the hazardous goods being transported.
Notification
signs shall be installed in an upright position to the ground on the right side
of the bumper and at the back, on the back of the body (tanker) of transport
vehicles.
After
offloading of hazardous goods and cleaning of the container, the notification
signs attached to the transport vehicle shall be removed, blinded or painted.
4.9.
In order to establish compliance of the technical condition of transport
vehicles and tankers engaged in the transportation of hazardous goods with the
instructions of the manufacturer, the Law «On road traffic», the present
regulations and the conditions of the license for the transportation of
certain types of hazardous goods, they shall undergo state technical
inspection at the State Traffic Police once a year.
In
case of compliance of the technical condition of transport vehicles, the
Ministry of Emergency Situations and the State Traffic Police shall issue
certificates of clearance for the transportation of hazardous goods (Attachment
No 5).
The
transport vehicles and tank trucks engaged in the transportation of hazardous
goods of Category 1, repeated registration sheets shall be issued by the State
Traffic Police and kept in separate files.
V. Additional requirements for drivers of transport
vehicles transporting special goods and persons accompanying them
5.1.
Drivers possessing at least three years of uninterrupted experience and a
driver`s license of the category required for operation of this type of
transport vehicles, duly instructed and having medical clearance shall be
allowed to operate transport vehicles transporting hazardous goods.
5.2.
The driver of the transport vehicle shall observe the legislation on road
traffic, the requirements of the present Regulations and conditions for safe
transportation of hazardous goods.
5.3.
In cases when the driver of a vehicle performing international transportation
of hazardous goods is required to remain behind the wheel for more than 12
hours a day, then two drivers shall be appointed for this route.
5.4.
The driver of the transport vehicle engaged in the transportation of hazardous
goods shall, in addition to the documents indicated in the highway regulations,
have the following documents:
a)
in the absence of the person responsible for transportation — route of the
transportation of goods (Attachment No 4);
b)
certificate of access of the transport vehicle to the transportation of
hazardous goods (Attachment No 5);
c)
certificate of access of the driver to the operation of the transport vehicles
engaged in the transportation of hazardous goods (Attachment No 7);
d)
emergency list of emergency notification (Attachment No 8).
The
waybill of the transport vehicles shall be marked as Hazardous Goods in the top
left corner, written in red ink.
5.5.
The driver of the transport vehicle engaged in the transportation of hazardous
goods shall not be allowed to deviate from the established route. The driver is
required to follow all the requirements.
If
necessary and depending on traffic conditions, employees of the State Traffic
Police may require changes of route in certain towns.
5.6.
In cases of enforced stops (for reasons beyond the control of the driver, such
as breakage, road blocks, etc.) of the transport vehicle engaged in the
transportation of hazardous goods, the driver shall, according to the
requirements of the Law «On road traffic», install appropriate signs and, in
cases envisaged by safe transportation requirements, take measures to drive
along the shoulder of the road.
In
cases of an enforced stop of the transport vehicle due to the damage caused to
the container of highly hazardous goods, «No entry» signs shall be put up 100
meters ahead and behind the vehicle. In the absence of the «No entry» sign the
driver shall block the traffic by using the emergency stop sign.
The
State Traffic Police of the said territory shall be informed of the place and
reasons for the stop.
5.7.
In the event of breakage of the transport vehicle engaged in the transportation
of hazardous goods and if it is impossible to repair or pull it over to the
shoulder of the road within two hours, the driver shall take measures to call
for emergency technical assistance.
5.8.
In cases of traffic accidents and other emergency situations, the driver shall,
according to the requirements of highway regulations and other regulatory acts,
do the following:
a)
if necessary, take measures to call for a fire truck;
b)
take initial measures to eliminate the consequences of the emergency situation
in accordance with the requirements of the emergency list;
c)
put up road signs at the emergency location in accordance with the requirements
of Articles 55, 57 and 73 of the Law «On road traffic» and Clause 5.6 of the
present Regulations;
d)
not allow strangers to the emergency location;
e)
inform the arriving representatives of bodies of internal affairs, medical and
other services of the danger and measures taken and produce transportation
documents for the goods being transported.
5.9.
While moving along the transportation route, the driver shall exercise control
over the technical condition of the transport vehicle, tightness of goods in
the body, presence of the marking and seals.
5.10.
The driver of the transport vehicle engaged in the transportation of hazardous
goods shall not be allowed to do the following:
a)
start vehicle movement abruptly;
b)
break the vehicle abruptly;
c)
move with a shut-down engine and in neutral transmission;
d)
smoke while transporting hazardous goods, highly combustible liquids and gases
and powerful substances;
e)
start fire (bonfire) at a distance of less than 100 meters to the transport
vehicle;
f)
leave the transport vehicle (in the absence of the person accompanying the
cargo) without an urgent need to do so.
5.11.
It shall be prohibited to transport goods not specified in documents, as well
as persons not related to the transportation of hazardous goods.
5.12.
The persons accompanying special cargo (persons responsible for transportation,
security guard, radiation monitor, etc.) shall have certificates providing
permission for participation in the transportation of hazardous goods by a
given transport vehicle, while their surname, name and middle name shall be
indicated on the waybill.
5.13.
The accompanying person shall be governed by the established instructions, as
well as the conditions and requirements of the license for safe transportation
of hazardous goods.
VI. Responsibilities of employees of bodies of
internal affairs in the event of enforced stoppage of vehicles transporting
hazardous goods and traffic accidents
6.1.
In the event of incoming information regarding damage to the containers in
which hazardous goods are being transported, a duty officer of the State
Traffic Police shall:
a)
establish the location and reasons for the stoppage;
b)
verify the name and peculiarities of the hazardous goods, the code of emergency
measures and the source of hazard;
c)
if necessary, organize the dispatch to the scene of the accident of emergency
medical assistance, fire fighting and civil defense (7) units, and familiarize them with
the information received;
d)
send a traffic patrol service inspector of the State Traffic Police or the
patrol service of the police to the scene of the accident, issue instructions
on their personal safety;
e)
inform duty units of superior bodies in the system of internal affairs of the
information received and measures being taken.
6.2.
The inspectors of the traffic police and patrol service arriving at the scene
of enforced stop shall:
a)
examine the correctness of the installation by the driver of signs in
accordance with the requirements of Articles 55, 57 and 73 of the Law «On road
traffic» and Clause 5.6 of the present Regulations;
b)
inform a duty unit of the current situation;
c)
if necessary, organize the delivery of the transport vehicle carrying explosive
goods to a safe location;
d)
if necessary, organize a detour of the scene of enforced stop for other
transport vehicles;
e)
as far as reasonably possible, try to eliminate reasons for the stop;
f)
if necessary, take measures to contain the spread of the source of hazard;
g)
after eliminating the reasons for the stop and the source of hazard, inform the
duty unit of the possibility to carry on the driving of the vehicle.
6.3.
Upon receiving a report on a road traffic accident during the transportation of
hazardous goods, the duty inspector of the State Traffic Police or bodies of
internal affairs shall:
a)
find out the location and time of the accident, its results, the name and
peculiarities of the cargo, the code of emergency measures, leakage of the
cargo, whether there is fire, as well as the source of hazard;
b)
if necessary, call for emergency medical assistance, fire fighting and civil
defense units and familiarize them with the information received;
c)
send a traffic patrol service inspector of the road patrol service or the
patrol service of the police to the scene of the road traffic accident, issue
instructions on their personal safety;
d)
verify information about those injured in the accident — surnames, names and
middle names, home address, place of employment, home and office telephone
numbers, find out whether any medical assistance has been provided to them,
where and by which transport vehicles they have been taken;
e)
determine the type, number plate, ownership, parking location of transport
vehicles involved in the road traffic accident;
f)
find out the surname, name and middle name, home address and telephone of the
complainant or applicant;
g)
organize the dispatch of an operational group to the scene of the road traffic
accident;
h)
inform duty units of the State Traffic Police and bodies of internal affairs of
the road traffic accident and measures being taken.
6.4.
The inspector of the traffic patrol service arriving at the scene of the
accident shall follow the instructions stipulated under the Regulations «On
traffic patrol service of the State Traffic Police».
Besides
this, the inspector shall:
a)
determine the accuracy of installation of road traffic signs in places of road
traffic accidents;
b)
provide assistance in the elimination of consequences of road traffic accidents
in accordance with the accident location, and, in the absence of it, uses the
indicated code of emergency assistance;
c)
if necessary, take measures to prevent the spread of the source of hazard;
d)
periodically inform the duty unit of the progress of elimination of the
consequences of the road traffic accident.
The
patrol service of the police, upon arrival at the scene of the accident, shall
follow the instructions listed in Clauses a, b, c and d of he present Article.
6.5.
The officer filling out the road traffic accidents registration card shall, in
the «Additional information» section of it, provide the name, category and
sub-category of the hazardous goods being transported.
VII. Hazard warning system
7.1.
The hazard warning system (HWS) consists of the following:
a)
warning signs installed or written on transport vehicles (Attachment No 9);
b)
emergency HWS sheet to determine the measures for eliminating the consequences
of road traffic accidents (Attachment No 8);
c)
emergency data sheet of the hazard warning system to decipher the code of
emergency measures (CEM) contained the warning sign (Attachment No 10).
7.2.
The HWS warning sign is prepared on the basis of the conditions indicated n the
agreement and listed in the license by the parties dispatching or
manufacturing hazardous goods.
7.3.
The sizes of warning signs shall correspond to the sizes indicated in the
sample (Attachment No 9).
The
following shall be observed in the preparation of warning signs:
a)
the background of the left side of the warning sign shall be white;
b)
the background of the hazard indicator corresponds to the requirements listed
in Attachment No 10 to the present Regulations;
c)
the background of the side on which the CEM is indicated and the number of the
UN list shall be pink;
d)
the edging lines separating the sides shall be black;
e)
the edging lines of the sign shall be drawn at a distance of 5 mm from the edge
of the sign and with a width of at least 5 mm with a straight black line;
f)
the width of letters and figures on the side on which the CEM and the UN code
are drawn shall be at least 15 mm, while the width of the hazard indicator
shall be at least 3 mm wide;
g)
the width of edging lines of the sign shall be at least 15 mm wide;
h)
in the CEM side, figures come first and are followed by letters.
Small
warning signs 350 x 150 mm may be used on vehicles with small carrying
capacity.
7.4.
The emergency HWS sheet shall be filled out by cargo dispatchers or cargo
recipients on the basis of information envisaged by safe transportation
requirements listed in state standards for a certain type of goods and
products, technical and regulatory acts and licenses and shall be
attached to the waybill issued by the automobile transportation enterprise. It
shall be kept in the vehicle engaged in the transportation of hazardous goods or
in the accompanying vehicle.
7.5.
The emergency HWS sheet shall also be provided to traffic police units
exercising control over the transportation of hazardous goods by transport
vehicles.
7.6.
In determining the CEM it must be remembered that figures in the CEM indicate
the degree of fire and leakage hazard, as well as the ingress of hazardous
substances in the running water and water reservoirs, while letters stand for
the protection of people. The CEM may consist of one, two and more letters and
figures. Each sign stands for the results of road traffic accidents or measures
taken in other cases. For example, during the transportation of white or yellow
phosphorus (registration number of this substance on the UN list is 1881), the
CEM 15D determines the following in the event of a road traffic or another
accident:
1)
not to use water, to use dry flame arrestor substances;
5)
to prevent the ingress of the hazardous product into the running water and
water reservoir;
Д)
to use a gas mask and protective gloves.
7.7.
The measures to eliminate the consequences of road traffic accidents or other
emergency situations during the transportation of hazardous goods shall be
taken in accordance with the emergency HWS sheet and the data sheet.
1 Hazardous goods
are substances and products which represent a hazard for people, living
organisms and the environment. Main information about hazardous goods are
provided in Attachment No 2.
2 Goods of hazardous
nature in transportation when loaded over each other.

referred to as a transport vehicle.

Terms used in the Regulations
Shipper is
the organization sending hazardous goods using the automobile transportation
enterprise.
Recipient of goods is the organization receiving hazardous goods being transported by an
automobile transportation enterprise.
Caravan traffic is the simultaneous driving of three and more transport vehicles engaged
in the transportation of hazardous goods.
Road is any
road, street, blind alley, etc. used for driving.
Manufacturer is
the enterprise manufacturing hazardous goods and preparing them for
transportation (packaging and marking them, etc.).
UN No is the
registration number of frequently transported hazardous substances established
by the UN expert commission on the transportation of hazardous goods.
Organization responsible for transportation is the organization placing an order with an
automobile transportation enterprise for the transportation of goods and, if
necessary, obtaining permission from bodies of internal affairs and providing
technical support for the transportation.
Person responsible for transportation is the representative of the shipper or
recipient of goods responsible for the delivery of hazardous goods to the
recipient and for compliance with transportation safety requirements on the
part of the driver, security guard and other accompanying persons.
Special transport vehicle is an automobile vehicle equipped for the transportation of one and the
same or several types of goods.
Hazard warning system (HWS) is a system of warning about the transport
vehicle transporting hazardous goods, defining measures towards elimination of
the consequences of road traffic and other accidents.

Main
information about hazardous goods
According to the requirements of appropriate state standards «Hazardous goods. Classification. Hazard signs», hazardous goods include substances and items which, during the transportation, loading, offloading and storage, are capable of causing explosion, fire, damage to transport vehicles, warehouses, installations, houses and buildings, as well as destroying, injuring, harming people and animals in the form of burns or diseases.
Hazardous goods are divided in the following categories: (8)
Category 1 (explosive substances) includes the following:
Category 2 (compressed under pressure, liquefied and dissolved gases) includes substances meeting one of the following conditions:
Category 3 (highly combustible substances) includes substances radiating heat, mixtures of substances, solutions and condiments (e.g. varnishes and paints) whose temperature of combustion according to GOST 12.1.044-84 in a closed container is 61о С and in an open container 66о С;
Category 4 includes highly combustible solid substances, self-inflammable substances and substances easily mixed with water and emitting highly combustible gases;
Category 5 includes destructive substances and organic peroxides;
Category 6 (poisonous substances) includes substances causing poisoning during inhalation (steam, dust or suspended admixtures) and toxic impacts in the following quantities when swallowing and in contact with skin:
Category 7 includes radioactive substances with special activity of 7.4 х 103 Bqkg -1 (0.002 mcCig-1), as well as infectious substances containing microorganisms which represent hazard for people and animals;
Category 8 includes substances whose direct chemical impact seriously damages living cells, while their leaks and spills cause damage to other goods and transport vehicles;
Category 9 includes substances which do not belong to previous categories due to their properties, but meet the safe transportation requirements in transportation by other types of transport vehicles.
