Rules of behavior in case of emergency situations
Hydrodynamic accidents
A hydrodynamic accident is an emergency situation caused by the flooding of a large area with an out-of-control mass of water due to the collapse of a hydro-technical installation or part of it. Potentially hazardous hydro-technical installations include reservoirs, dams, large canals, sluices, etc.
The collapse of hydro-technical installations can occur as a result of natural disasters or the impact of human activity.
Natural disasters that cause hydrodynamic accidents:
- earthquake;
- hurricane;
- avalanche;
- landsliding;
- floods.
Types of human activity that cause hydrodynamic accidents:
- defects of structural elements in hydro-technical installations;
- violation of the operating rules of the hydro-technical installation;
- release of a small amount of water by the device and an overflow of water over the dam;
- excessive water flow;
- failure of culverts.
Dangerous consequences of hydrodynamic accidents:
- destructive wave;
- local flooding.
The population living in areas of possible disaster and dangerous flooding of hydro-technical facilities should know the rules of safe behavior during hydrodynamic accidents.
Rules of behavior in the case of hydrodynamic accidents:
- determine in advance several possible short routes to climb to higher areas;
- have an emergency pack handy with a certain amount of food, water, medical supplies, important documents, money, flashlight and warm clothes;
- disconnect electrical and gas appliances, close doors, windows, and ventilation systems;
- release pets;
- go to a higher area that you have already determined.
If overflow occurs suddenly:
- climb to the attic of the house, to the upper floor of the building;
- stop the electricity supply, inform the rescuers about your location with color or light signals;
- prepare a supply of food and drinking water;
- do not use food products that have fallen into flood water;
- you can leave the flooded area independently if there is a need for emergency assistance or if the water level rises rapidly and there is no hope for rescuers to arrive.
If you fall into water:
- get rid of tight and heavy clothing to move comfortably in the water;
- keep sharp and cutting tools away from you;
- hold on to non-sinkable items that allow you to stay afloat until help arrives.
What to do after a flood:
- when the water recedes, it will be possible to return home only after permission from the relevant institutions;
- when you return home, do not turn on the gas and electricity supply systems without making sure that they are in order;
- to prevent the spread of infectious diseases, quickly collect the garbage brought by floods and clean the yard and the house;
- use the source of drinking water after a proper sanitary inspection.
