Minister of Emergency Situations of the Republic of Azerbaijan, Colonel-General Kamaladdin Heydarov, met with the delegation led by Minister of Emergency Situations of the Republic of Belarus, Major General of the Internal Service Vadim Sinyavsky, who is on an official visit to our country.

First, the guests visited the Alley of Honors to pay tribute to architect and founder of modern Azerbaijan, National Leader Heydar Aliyev and laid a wreath and flowers at his grave.

The guests also paid tribute to the prominent ophthalmologist, academician Zarifa Aliyeva and put fresh flowers at her grave.

Then the guests visited the Alley of Martyrs, put flowers at the graves of the heroes of the Motherland who died for the independence and territorial integrity of Azerbaijan and laid a wreath at the “Eternal Flame” monument.

Later, at the meeting held at the Ministry of Emergency Situations, Minister Kamaladdin Heydarov warmly welcomed the guests and reminded that friendly relations with deep and strong roots between our peoples and countries had risen to the level of strategic partnership thanks to the political foresight and mutual trust of the two heads of states. In this context, he emphasized that close cooperation relations were formed between the Ministry of Emergency Situations of Azerbaijan and the Ministry of Emergency Situations of Belarus, mutual visits and meetings made an important contribution to the further expansion of relations between the relevant institutions for fighting emergency situations of the two countries.

K. Heydarov pointed out that the "Cooperation Agreement between the Ministry of Emergency Situations of the Republic of Azerbaijan and the Ministry of Emergency Situations of the Republic of Belarus" signed in Minsk on October 17, 2006 plays an important role for the formation of close cooperation in the exchange of experience in civil defense, including in the field of prevention and elimination of the consequences of emergency situations. Emphasizing that his official visit to Minsk in June of this year was productive, Minister Kamaladdin Heydarov reminded that the Comprehensive Plan of Actions for 2025-2027, signed during the visit, defines the specific directions of cooperation for the coming years.

Highly appreciating the close relations in the field of personnel training and education, as well as the mutually beneficial relations established between the higher education institutions of both ministries, K. Heydarov emphasized that the above- mentioned plays a special role in the development of cooperation between the agencies.

Expressing his gratitude for the cordial meeting, the Minister of Emergency Situations of the Republic of Belarus Vadim Sinyavsky noted his satisfaction with the level of development of cooperation between the agencies responsible for fighting emergency situations within the framework of the strategic partnership formed between the two friendly countries as a result of the efforts of the heads of states.

Talking about the mutual benefits of deepening the relations between the two ministries, the head of the delegation said that the visits and discussions give special impetus to the expansion of relations. Noting the constant deepening of relations in various directions, including the field of education and personnel training, V. Sinyavsky emphasized the importance of joint steps to be taken in the coming years under the Comprehensive Plan of Actions signed in Minsk.

At the meeting, a wide range of views were exchanged on issues of mutual interest.

Later, the guests got acquainted with the activities of the Multimedia center of the MES Public Relations Department.

As part of the visit, the Belarusian delegation visited the Academy of the Ministry of Emergency Situations of Azerbaijan.

The guests were given detailed information about the higher education institution. It was stated that the Academy is a special-purpose higher education institution that trains specially qualified higher-educated personnel for MES, conducts fundamental, theoretical-methodological, pedagogical-methodical and scientific researches in the field of emergency situations. It was emphasized that special attention is paid to international relations in the Academy, and the higher education institution successfully cooperates with relevant education institutions of a number of countries, including Belarus.

The guests got acquainted with the activities of the Heydar Aliyev Center at the Academy and visited the conference hall, cabinets of special subjects and the library. Minister Vadim Sinyavsky wrote his heartfelt words in the memorial book of the Academy at the Heydar Aliyev Center.

Minister of Emergency Situations of Belarus Vadim Sinyavsky, highly appreciated the activity of the Academy and noted the importance of further expansion of mutually beneficial cooperation between the relevant education establishments of the two institutions.

Then the Belarusian minister was informed about the tactical-special exercise organized by the International Search-and-rescue Unit of the Ministry of Emergency Situations of the Republic of Azerbaijan on the classification of the International Search-and-Rescue Advisory Group (INSARAG) of the UN Office for the Coordination of Humanitarian Affairs (UN OCHA).
