Several rules on fire safety in cultural and entertainment facilities
Regardless of the form of ownership, the management of the enterprise is responsible for ensuring the fire safety of buildings, equipment, and rooms in all facilities.
Employees of cultural and entertainment facilities, as well as spectators, visitors, and guests present there, must not take actions that endanger the health and lives of people in the building, or that lead to a fire. They must learn and follow fire safety rules.
It is important to know a number of rules for ensuring fire safety in cultural and entertainment facilities:
- employees of the enterprise must know evacuation routes and the location of emergency exits in the facility;
- items that may impede the movement of people must not be kept in the staircases, evacuation routes, passages, and corridors, as well as evacuation routes must be constantly lit;
- free access to all buildings and installations must be ensured, items must not be stored in the distances among buildings, those places must not be used as parking lots;
- the territories of enterprises must be lit at night;
- courtyards must be kept clean and waste must be removed periodically;
- roads to fire hydrants and water pools must be kept open and clean;
- safety rules in the electricity and gas facilities must be strictly observed, the relevant persons must be informed about the detected malfunctions, and the violations must be eliminated immediately;
- faulty and non-standard electric and gas devices must not be used;
- each device and installation must be used in accordance with the exploitation rules, and non-standard tampering contrary to the manufacturer's recommendations must not be allowed;
- electric and gas appliances must not be left unattended;
- electric panels must not be tampered with, and electric sheets must be kept closed;
- electric devices must be unplugged in all rooms that are closed and left unattended after work;
- the use of electric heating devices in the rooms must not be allowed;
- if gas is smelled, the gas supply must be stopped immediately, the room must be ventilated, the emergency repair service must be notified, and open flame must not be used;
- repair works in gas and electricity facilities, ventilation systems, and anti-smoke installations must be done only by specialists;
- work in boiler houses must be done only by an appointed person in compliance with fire safety rules;
- the attic must not be filled with too many items;
- the use of gas stoves and electric heating devices, smoking, and the use of open flames must be banned in warehouses;
- smoking must be done only in designated areas, and the cigarette butt must be thrown away after it is completely extinguished;
- relevant signs must be posted in places specially designated for smoking, and an ashtray with water supply, made of non-combustible material and a self-closing lid must be placed in such places;
- no more people than the accepted norm (area per person 0.75 sq. m.) must be placed in the spaces intended for mass events;
- in places where mass events are held, passages must not be blocked with items, and evacuation exit doors must not be locked;
- an officer responsible for fire safety must be appointed during mass events;
- setting up temporary scenes, installation of light and special devices, and laying of wires and cables must be organized in such a way that evacuation is not complicated;
- carpets and foot mats must be attached to the floor in rooms where people gather in large numbers;
- non-flammable material must be used for decoration works;
- chemicals and other substances that can cause ignition must not be used to create a light effect;
- if you see any suspicious item, you must report it to the building management, the "112" hotline, or the nearest law enforcement officer.
In the garages of buildings:
- cars with a leak in the fuel system, as well as a fault in the electrical system, must not be parked;
- the place must be kept clean, and the parking of cars must not prevent their free evacuation in case of fire;
- fuel and lubricants must not be allowed to spill on the ground, the flammable liquid spilled on the ground must be cleaned as soon as possible.
In case of a fire:
- immediately inform the "112" hotline and the management of the facility;
- evacuation of people from the building must be organized before the arrival of the fire protection units and, if possible, try to extinguish the fire with the primary fire extinguisher or other available means;
- windows and doors must be closed as much as possible to prevent intensifying the fire;
- people who are not engaged in extinguishing fire must stay outside the building or dangerous zone.
To avoid damage in fire:
- cover your mouth and nose with a wet towel, scarf, clothes, etc. to protect yourself from smoke;
- move by crouching or crawling because there is less smoke near the floor;
- cover the gaps around the door with a wet cloth to protect from smoke in the next room;
- if it is impossible to leave the apartment, stand on the balcony or near the window and wait for the firefighters;
- do not jump down from the upper floor to survive;
- do not use the elevator.
Using an indoor fire hose cabinet:
- open the sealed door of the indoor fire hose cabinet;
- pull the moving reel towards you;
- unroll the hose and point it in a safe direction;
- extinguish the fire by directing the hose towards the source of the fire until the pressurized water fills the hose.
