A Training Course Convened at the Mughan Regional Center of the Ministry of Emergency Situations

A specialized course was conducted at the Mughan Regional Center of the Ministry of Emergency Situations (MES), jointly organized by the MES Main Operation Directorate and the Main Directorate for Organization of Work with Regional Centers, Project Management, and Educational Issues. The course focused on "Fundamentals of Participation in International Humanitarian Operations, International Standards, and Management Systems" and "Organization of Management and Coordination during International Search and Rescue Operations" the themes.
The primary objective of the course was the enhancement of skills for the personnel of the MES Mughan Regional Center, the Ministry's structural subdivisions located in Salyan city and commanders of search and rescue units. The training emphasized operational planning, headquarters management, and the organization of effective management and coordination during operations. Concurrently, the course was designed to augment knowledge regarding existing international guiding documents and standards within this specific domain.
Throughout the event, participants were provided with comprehensive information regarding documents compiled in accordance with the guidelines of the International Search and Rescue Advisory Group (INSARAG). Further instruction covered the capabilities and operational principles of the Virtual On-Site Operations Coordination Centre (VOSOCC) and the INSARAG Coordination Management System (ICMS) during humanitarian responses, as well as the broader organization of management in international humanitarian contexts.
Furthermore, the operational principles of the "Urban Coordination Center (UCC)" and the "Reception/Departure Centre (RDC)," both fully provisioned with requisite documentation and equipment on the territory of the Mughan Regional Center, were explicated both theoretically and practically.
In conclusion, the comprehension of the presented material by the participating personnel was assessed via a specialized mobile application. Additionally, a video presentation was displayed, reflecting the preparation and classification period of the MES International Search and Rescue Team.
